Infra, along with local and regional banks, closes water transmission deal to strengthen Saudi Arabia’s water security
Infra supports financing of 587km Jubail–Buraydah water pipeline, strengthening water resilience and private investment in Saudi infrastructure.

Financial close has been successfully achieved for the Jubail–Buraydah Independent Water Transmission Pipeline (IWTP), with financing provided by the National Infrastructure Fund (Infra) alongside local and regional banks, for a consortium led by Al Jomaih Energy and Water Company (AEW). This milestone represents a significant step forward in advancing Saudi Arabia’s water infrastructure and underscores the Kingdom’s growing reliance on public-private partnerships (PPP) to deliver the ambitious objectives of Vision 2030.
Developed under a Build, Own, Operate, and Transfer (BOOT) model, the project will operate under a long-term concession period and is being co-financed by Infra alongside seven regional and local banks as part of a robust capital structure.
The 587-kilometer pipeline, developed through a PPP by a consortium including AEW, Buhur for Investment Company, and Nesma Company, is the first to connect the Eastern Province to the Alqassim region. As the largest potable water transmission project to be delivered through a PPP in the GCC, it will have the capacity to deliver 650,000 cubic meters of potable water per day. The project’s financing structure reflects the growing maturity of Saudi Arabia’s infrastructure investment market and underscores the strong investor confidence in delivering large-scale PPP projects.
