Infra and ANB launch the first Contractor Financing Program, supporting ROSHN projects and empowering Saudi contractors with flexible funding to boost Vision 2030 development.

National Infrastructure Fund, in Cooperation with Arab National Bank, Announces the First Projects Under the Contractor Financing Program
The National Infrastructure Fund, in cooperation with Arab National Bank (anb), has announced its intention to finance the “Contractor Service” project across the Kingdom of Saudi Arabia for Al Salhiyah Contracting Company and Al Saad Contracting Company (SAPAC), which are implementing projects for ROSHN Real Estate Company (ROSHN). The financing will be provided through a single banking package for projects under the first phase of the Contractor Financing Program. This comes within the framework of the National Infrastructure Fund’s objectives, in collaboration with its public- and private-sector partners, to support the implementation of major projects and strengthen the contractors’ ecosystem in a way that contributes to achieving sustainable development goals. 
 
The Contractor Financing Program aims to strengthen the contracting sector by providing flexible and innovative financing solutions that support contracting companies technically and financially. It also seeks to encourage the banking sector to finance contractors, thereby enhancing the localization of the sector and achieving the goals of Saudi Vision 2030. 
 
Eng. Esmail Alsallom, CEO of the National Infrastructure Fund, emphasized that the first contractor financing program represents an initial stage in developing innovative financing solutions that support national projects and serves as a key pillar in promoting sustainable economic development. 
 
The objectives of the “Contractor Service” align with financially sound, well-governed, and trusted companies, as well as with the Kingdom’s approach to empowering national companies and improving the business environment in line with Saudi Vision 2030. The Contractor Financing Program is overseen by a specialized committee comprising a select group of experts and specialists to support the sector’s goals and strengthen its national role. The program is expected to help raise the sector’s readiness and enhance its capabilities, thereby supporting national economic growth. 
 
For his part, Mr. Mohammed Al-Rubai, General Manager of the Contracting Department at the National Infrastructure Fund, said: “This program highlights the effective role of public- and private-sector entities in keeping pace with growth and achieving national project objectives. It helps provide appropriate financing that covers large, small, and medium-sized companies, particularly in the contracting sector, enabling contractors to obtain the suitable financing needed to implement more development projects in line with the targets of Vision 2030.” 
 
Eng. Badr Al-Kuraydiss, CEO of Al Salhiyah Contracting Company and Chairman of the company’s Executive Committee with Arab National Bank, noted that: “The Contractor Financing Program represents an important partnership with the National Infrastructure Fund and will have a significant impact on contractor financing, supporting our commitment to national projects. It is also an important step in supporting the private sector in the Kingdom.” 
 
Al-Kuraydiss added: “We are pleased to launch this distinctive program, which reflects the National Infrastructure Fund’s keenness to support the contracting sector. It will help enhance the readiness of contracting companies and increase their ability to execute projects with high quality and on time, in line with the objectives of Saudi Vision 2030.”
