by the National Infrastructure Fund
Overview
The program supports the acceleration of the Kingdom's AI ecosystem and the achievement of time-critical national capacity targets. It is designed to support AI data center developers and incentivize investment in AI-ready data center infrastructure.

Program Objectives
Accelerate the achievement of national digital capacity targets
Reinforce the Kingdom's position as a regional AI hub, in line with Vision 2030
Eligible Projects
Location
Within the Kingdom of Saudi Arabia
Must be located within designated AI DC hubs with neutral access points linking to global subsea cables and Saudi Arabia's national fiber network
Design Standard
Tier III or higher (Uptime Institute or equivalent)
Efficiency
Power Usage Effectiveness (PUE) ≤ 1.4 (on best effort basis) and compliance with sustainability standards
Offtake / Lease Coverage
Minimum 50% contracted or in advanced negotiations at financial close
Minimum Project Size
≥ 10 MW IT load (smaller considered case-by-case)
Legal & Regulatory Compliance
Full compliance with Saudi Arabia’s regulations (MCIT, CST, SDAIA, Ministry of Energy) and international data protection standards

Eligible Beneficiaries
Developer Type
Qualified companies or consortiums licensed to develop and operate data centers, possessing technical and financial capabilities acceptable to Infra.
Offtakers
Hyperscalers or anchor tenants pursuing built-to-suit or colocation models, with creditworthiness deemed acceptable to Infra.
